To a trafficked child all that matters is rescue and healing.

The SPEAR Fund collaborates with and funds anti-trafficking organizations to provide quick and effective action when it matters most.

Even the best organizations can’t meet all the needs of these victims, or end the scourge of human trafficking alone.

Victims of human trafficking, waiting to be rescued from hell, deserve the absolute best effort possible when it comes to their liberation, healing, and restoration.

The SPEAR Fund represents an unprecedented endeavor: funding and collaborating with a coalition of experts, organizations, and concerned citizens from around the globe, working in unison to end human-trafficking in our time.

Tim Ballard

Senior Advisor–Rescue Operations

Tim Ballard spent over a decade working as a Special Agent for the Department of Homeland Security, where he was assigned to the Internet Crimes Against Children (ICAC) Task Force as an undercover operative–helping dismantle child trafficking rings in the US and multiple foreign countries.

In 2013, Tim and a team of special operatives left their careers and founded Operation Underground Railroad, the premier private organization in the world to take on child trafficking cartels; resulting in the rescue and rehabilitation of over 7,000 children and women. Their early efforts are seen in the movie SOUND OF FREEDOM.

Tim is now Senior Advisor to The SPEAR Fund, a totally new approach that invites all anti-trafficking organizations and concerned people of the world to come together in unity to end human trafficking once and for all.

Jessica Munoz

Jessica Munoz is a recognized pioneer in combatting human trafficking for the past 15 years. As Founder of Hoʻōla Nā Pua Pua (New Life For Our Children) and Pearl Haven, she started as a clinical nurse practitioner and now shapes and leverages global readiness in the fight against human trafficking and the sexual exploitation of children.

Her leadership in both healthcare and business has allowed her to build strategic partnerships across diverse sectors to bring needed unity and collaboration in bringing health and healing to children who have been victimized.

Jessica’s driving passion is survivor-centered care, and has lead her to develop a residential model of aftercare and reintegration for children that has gained national attention and recognition.
